Pentagon Establishes Advisory Council to Boost Troop Performance and Health

The Department of Defense has unveiled a new federal advisory committee aimed at enhancing the performance and health of military personnel through focused initiatives. This move follows the creation earlier this year of a Warfighter Performance Optimization division within Under Secretary of Defense for Personnel and Readiness Anthony Tata’s office, which is tasked with overseeing improvements in troop readiness across various branches.

According to a Federal Register notice published Tuesday, the advisory council will focus exclusively on human performance issues affecting military personnel. The committee, funded at $1.4 million, aims to provide expert guidance on improving physical and mental resilience among service members while addressing challenges such as operator syndrome—a term used to describe the cumulative effects of prolonged combat stress.

Defense Secretary Pete Hegseth has been driving these efforts since taking office last year, emphasizing the need for a unified approach to human performance optimization. In May, he directed Tata to compile data on existing initiatives across different branches and develop a comprehensive department-wide plan. This directive underscores the Pentagon’s commitment to leveraging advanced technologies like wearable devices and analytics tools to enhance cognitive performance and readiness.

Each branch of the military has already initiated its own programs aimed at improving soldier health and fitness in recent years. For instance, the Army introduced its Holistic Health and Fitness initiative in 2020, focusing on reducing chronic medical conditions that render soldiers non-deployable. Similarly, the Navy launched a pilot program for Human Performance Optimization in San Diego, offering training on nutrition, injury prevention, stress management, and sleep hygiene.

The Marine Corps has also been implementing its Total Fitness Strategy since 2023, integrating wellness programs with mental health support to enhance overall member health. Meanwhile, the Air Force is constructing a dedicated human performance optimization facility at Davis-Monthan Air Force Base in Arizona, designed specifically for Special Warfare airmen.

The newly established advisory council will comprise up to twenty experts from diverse fields including urology, endocrinology, nutrition, neurology, and mental health. These specialists will offer insights into areas such as combat stress, preventive medicine, and wearable technology, contributing to the development of more effective strategies for maintaining peak performance among military personnel.

Despite being unpaid volunteers, members of this council are eligible for travel expenses and per diem reimbursement when engaged in committee-related activities. The Pentagon views this advisory body as a cost-effective means to gather critical information that can inform service-wide initiatives aimed at creating "lethal, operationally ready warriors" prepared for high-intensity combat scenarios against peer adversaries.

Since assuming office last year, Hegseth has taken steps to streamline and refocus the work of existing advisory boards. He terminated around 40 Defense Department advisory groups, citing a need to align them more closely with his vision of reviving the warrior ethos in U.S. armed forces. This strategic realignment is part of broader efforts to modernize military readiness and performance standards across all branches.

The establishment of this new advisory council reflects a growing recognition within the Pentagon that sustained investment in human performance optimization is crucial for maintaining America’s military dominance in an increasingly competitive global security landscape.
